- be a domicile in Odisha
- be enrolled in a graduate, postgraduate, or any other professional course in a government-recognised institution or institution set up by the statute of the union or state government
- belong to one of the following categories:
- families impacted by HIV/AIDS
- homeless households’ family
- begging or destitute families
- manual scavenger families
- particularly vulnerable tribal groups
- legally emancipated bonded labourers’ family
- families led by a single mother, be it through widowhood, divorce, or being unmarried
- specially cared child (orphan children without any biological or adoptive or legal parents)
- students belonging to the transgender community
- girl student rescued from child marriage by the Department of Women and Child Development and continues to stay in a shelter home for rehabilitation or hostel
- have an annual family income of not more than ₹2,50,000 from all sources
